COMPETITION RULES AND REGULATIONS The following rules and regulations will be upheld by all participating tracks. Official Board Members and Host Track Referees and Representatives will be responsible for enforcement of these rules and regulations and for resolving disputes on race days. Last Revision February 2010. A. Membership 1. Membership fee for TSDR is $25.00. Day Passes (one day temporary memberships) will be available at all TSDR events for $5.00. All riders must be current members of TSDR either by Annual Membership or Day Pass. 2. Cards will be issued for membership. Updated membership lists will be also be provided at sign up. 3. Proof of membership must be presented at time of race sign up or a day pass must be purchased. 4. The day pass temporary TSDR memberships are valid only for the day of the event and will expire at the conclusion of the event. The fee collected for temporary membership does not apply in any way toward an annual membership. 5. The TSDR Membership Application including Liability Release must be filled out completely and legibly by all annual members prior to the first TSDR sanctioned event in which he or she participates. 6. A Day Pass Rider must complete the TSDR Membership Application including Liability Release prior to EVERY TSDR race in which he/she participates. B. Identification 1. All Motocross riders must have three (3) number plates attached to their machine before they are eligible to participate and receive points for that event. 2. Quad Riders must also have numbers clearly displayed on the front and back of their quad and on the back of their jersey or chest protector. This rule will be strictly enforced.

Numbers must be clear
and legible from a distance. C. Rider Classification 1. Rider divisions shall be: Beginner / Novice "C", Amateur "B", Pro "A", and Open Outlaw A 2. Open Outlaw riders are amateurs who marked out of Amateur B classes into Pro A Class, who wish to retain their amateur status. These riders will ride with the A Class, but must forfeit their entry fees back to the A Class and forfeit any and all daily awards. Open Outlaw riders will accumulate points for year-end, however. 3. Open Non-Pro riders are amateurs riding in a non payout amateur class. 4. A racer who has not raced for one year or more may request being dropped to a lower class. TSDR Officials will make the decision. 5. Riders in the Lites or 450 classes, who choose to move between them, will be required to stay in the same division (i.e. A or B). Vet A or B Class riders are not subject to this rule. 6. Open Outlaw will be a money/payback class. 7. A rider must participate only in the division for which he/she signed. 8. A rider who dominates a class for several events (ex. racing C Class and ending up in B pack, posting same lap time as next class up, etc.), may be moved up to a higher class. Likewise, a rider who is under qualified in a class, causing a hazard for faster riders, may be moved down to a lower class. These decisions will be made and enforced by TSDR Officials or Race Referees. 9. A rider must ride the correct bike size (cc) for that designated class. 10. At least three riders are necessary to constitute a class; otherwise, those riders will be combined, if possible, with another class. These racers may be scored separately or scored together for payback or awards, but will be scored separately for points. Combined classes will be determined by the individual club holding that day's event. 11. A rider may ride different machines in separate motos, but cannot ride different machines in the same moto. Each machine is subject to the equipment regulations stated herein.
12. If a rider is down and requires ambulance transport, the rider may not restart or finish that moto. 13. For the purpose of safety, a rider may not accept any assistance on the racecourse during a moto unless the assistance is provided by an official or flagger. Exceptions may be made by the Host track for the Pee-Wee, Mini Non-Comp Classes and Mini Quad classes. D. Awards 1. Awards may be issued no earlier than 20 minutes after the 2nd moto. It is up to the host tracks discretion to determine when to issue awards. Riders who qualify for an award and who must leave before distribution, can make other arrangements to receive their awards. If mailed, the postage must be paid by the rider. Section II: EQUIPMENT REGULATIONS All riders must comply with the rules regulating the required equipment and must be able to pass a technical inspection if requested. A. Number Plates - Number plates (3 required) must be securely attached to the machine and must be readable as determined by the club referee. Number plates must be attached to the front of the bike, and one on each side. B. Quad Number Plates - Number plates must be attached securely to the front and rear of the machine, and to the back of the chest protector or Jersey C. All levers must have rounded edges. D. Both front and rear brakes must be operable. E. Any welding or modification to the frame, handlebars, seat, tank, or any other part of the machine, must have been done in such a manner that the bike operates safely and in a dependable manner. F. Fenders are mandatory and must be securely mounted. G. Gas tanks must be securely mounted. No leaks in the tank or fittings, and no makeshift or temporary repairs will be permitted. Gas caps must fasten securely. H. Silencers are required. An exhaust system silencer must be securely attached and have no broken mounts. I. No studs, screws, or chains are allowed on tires. Tires may not have breaks or cuts in sidewalls. J. Foot pegs must fold freely for safety. K. Handlebar grips must fully cover the ends of the bar. L. Kick stands must be removed unless welded on at the factory or securely fastened to the frame in an UP position. M. Any machine that does not meet safety regulations or that is deemed unsafe by officials shall not be allowed to race until repaired and re-inspected. N. Sport Quads must have front and rear bumpers, tether / kill switch and nerf bars. Tethers may be checked at practice to verify functionality. O. Mini Quads must have a tether / kill switch. Tethers may be checked at practice to verify functionality. P. NO TRAINING WHEELS Section III: BIKE AND RIDER SPECIFICATIONS Effective Age: Age on January 1st of the current TSDR racing season. A rider must not be older than the maximum age limit on January 1st in order to compete in a specific class for that current racing season. Younger riders may move up to the higher age class if approved by the TSDR Track Official. Bike classification coordinators and/or the TSDR Track Official reserve the right to make final decisions on whether a bike or rider is allowed or disallowed in a class for an event.
Note ** Open = amateur status, year-end points, but no awards. Note ** Open Outlaw riders are ineligible to compete in the Open Non-Pro and vice versa. Note ** All 65 (9-11) and 85 Class riders are ineligible to compete in the Mini Non Comp. Note **All engine displacements must be within OEM service limits. A. General Regulations 1. The Gate Entry Fee is $5.00 per person over the age of 6, payable to the host track. Children ages 5 and under are free. 2. The Race Entry Fee will be $25.00 per class per rider, payable to the host track. All riders must be a TSDR annual member or a $5.00 day pass must be purchased. 3. No refunds or rain checks will be given in any classes once practice begins at track discretion. 4. Late riders will be issued a sticker for last chance practice, and only those riders will be eligible to do the last chance practice. Exceptions can be made. These might include flat tires, broken chain, bike failure, etc. Host Track Officials must be contacted and given the reason for needing the last chance practice before a sticker will be issued. 5. Riders caught sneaking in an extra practice, or riding in a wrong practice, will be penalized a backwards start for both motos of the day. A second offense will be no points or awards for the day. B. Race Day Schedule: Sign-up 6:30 am MST Riders Meeting 7:30 am MST Practice Begins 8:00 am MST Last Chance Practice (if needed) Race Starts 9:00 am MST Sign-up is over at 8:30 am. Anyone arriving after that time may not be allowed to race. TSDR Officials will make the decision. C. Practice Order & Time: Practice times are determined by each track Quads 450s 85s Lites 65s, Women and Mini Non Comp Mini Quads Pee Wees Last Chance (2 Laps) D. Race Order A & B schedules will alternate between race events. Check race schedule. Schedule B is the reverse of Schedule A. Mini races do not reverse.
Combined classes will have stagger starts. Classes with just a few entries may be combined, up to the discretion of the promoter, and will have stagger starts. E. Length of Races All races will be counted by laps and according to track discretion. F. If for any reason the moto must be stopped, it will be considered completed if over 50% of the time has elapsed. If less than 50% of the time is elapsed, the moto will be restarted. G. If the TSDR Officials determine that the racetrack is not safe for the riders, or the area is unsafe for anyone due to acts of nature, then the day's events may be cancelled. The host club will have the option to reschedule the cancelled race if a suitable date can be determined.

Lapped Riders
- A lapped rider must maintain his line and be courteous to passing
traffic. Failure to do so may result in disqualification. I. Any rider jumping the starting gate will be required to start the moto backwards on the restart. However, a rider getting caught up in an individual falling gate has already been penalized by having to get unstuck. There will be no restart. J. Racers, who plan to roll the jumps on the course and not take air, must stay on the extreme sides of the track. K. Once a rider moves up a class there is no moving back down. L. Race Officials are not responsible for locating entrants for the events in which they are entered. M. Race Officials will not be responsible for any occurrence of back-to-back motos. Any racer riding in more than one class or two riders sharing one bike will have a short two-minute delay to get to the line. No prolonged delay of the next moto will be allowed. Starting gate officials must be notified by the racer of any back-to-back motos before the two-minute board is put up. N. There will be no restarts allowed from wrecks off the starting line. However, a restart may be called by the TSDR Officials or Referee for a false start. O. Points & Payback 1. Awards will be awarded to the top five (5) riders in all classes except in Vet A, 450 A, Lites A, Quad A, Open Outlaw, Over 35, and Open Quad classes. 2. 100% award payback will be awarded to the Pee Wee and Mini Quad classes. 3. Payback for the Vet A, 450 A, Lites A, Quad A, Open Outlaw and Open Quad will be awarded according to the following schedule. 100% of the entry fees for each class will be paid back based on the overall finish. 4. The Over 35 will be 75% of the entry fee paid back based on the overall finish. 5. At least one half of a race program must be run before a race will be counted for points. P. Rider Gear Requirements 1. Helmets must be full coverage or full-face coverage, covering the base of the skull. Helmets must be worn at all times while on a competition vehicle. 2. Sturdy protective boots must be worn that cover the ankle. No rubber boots or tennis shoes will be allowed. 3. Shatterproof eye protection must be worn by racers in all events. Strongly recommended are protective pants, gloves, and long shirts that can be tucked in with full-length sleeves. 4. The riders number may appear on the riders jersey or chest protector.
Q.
Bad Check Rule: Any
party responsible for writing a bad check to TSDR, a race promoter or
club, will be notified as soon as is possible by either the TSDR
Treasurer or an officer of the Club that received the check. Section V: HOST TRACK RULES & RESPONSIBILITIES A. Provide adequate ambulance service. Ambulance and personnel must be present at the track before practice can begin. B. Host clubs must provide a TSDR approved referee to monitor race day activity and settle all disputes on the track. C. Provide all entry gate and sign-up personnel, start and finish-line flaggers, an appropriate number of trained track flaggers, scorekeepers and lap counters (minimum of 2 lap counters and 2 lap sheets), announcer, and award presenters. D. Flaggers must oversee all blind corners and hazardous sections. Flaggers must in the following responsibilities listed in order of importance: 1. Command the safety of the riders and spectators 2. Command fair play 3. Command track conditions E. Motocross events will be scored by the Trackside Plus System (Fee of $1.00 per Rider will be paid to the individual entering data into the system): a combination of 2 motos to achieve overall score. Ties will be broken by the placement in the final race. F. All clubs will pay out pro classes and other payback classes according to the schedules given in Appendix A. G. To ease scorekeeping, all clubs will use standardized score sheets that will be provided by TSDR at minimal cost. One copy of the race results of all classes must be given to the TSDR Points Keeper at the end of the race day. H. TSDR Membership Forms and a current Membership Roster will be provided to clubs prior to races. All riders must be current season or day pass members of TSDR in order to participate. Membership forms must be completed by day pass riders and all others obtaining membership before a race. The TSDR Membership Officer and/or other TSDR representatives will be responsible for collecting appropriate fees for membership and one-day passes. This will require a current membership roster to validate TSDR Membership. I. Each host track will pay TSDR a hosting race fee of $150 per race day. J. Immediately following a race, any completed TSDR forms, including waivers, and any TSDR money collected, must be given to the designated TSDR representative the day of the race. K. Race results in every division must be submitted electronically to the TSDR Points keeper for web site posting within one week following each race. Race results must be exported from Trackside Plus using the Actions/Export Race Data menu. Section VI: GROUNDS FOR DISQUALIFICATION Disqualification may include the loss of any rights with regard to the event in question and may result in expulsion from the race site. Host Track and TSDR Officials will make the final determination. Disqualification can result from the following violations: A. Riders who do not follow the track rules will be disqualified

Pit Riding Rules 1. Racers will be penalized with disqualification for the day in all motos entered, if it is their second pit riding offense. 2. Parents on 4-wheelers and pit bikes must adhere to the slow pit riding rule or their child will suffer the consequences. C. Host Track Officials or TSDR Officials reserve the right to disqualify racers if there is a confrontation with belligerent behavior D. Use of drugs or alcoholic beverages by a competitor prior to or during an event will be grounds for disqualification. E. Verbal harassment or abusive and violent disagreement with any race official by either a rider, family member of a rider, or anyone else associated with him/her. F. Excessive or intentional bumping, crowding, chopping, blocking, or other unsportsmanlike behavior on the racetrack. G. Attempting to ride under another racer's name, membership, or number. H. Interference with race officials who are carrying out their duties can result in disqualification. Race officials include: TSDR Board Members, scorers, lap counters, the official referee, starting gate crew, and other track personnel. I. Riding in an inappropriate practice. This rule is for safety reasons and to keep practice time fair for everyone. J. Registering for a class with an incorrect age. Effective age for the season will be that of the racer on Jan. 1st of the current TSDR race season. Exceptions are for Vet and Over 35 Classes in which actual age is used for class entry. K. Failure of a rider to yield to a yellow flag on the racecourse. No rider may pass or gain on another rider in the area that a yellow (or ambulance) flag is displayed. If ambulance flag is out on the track, all riders moving through the area must be in first gear. Failure to yield may result in a one lap or one place penalty, or disqualification, pending decision of the official referee. Normal racing resumes only after the hazardous flag area has been cleared and the yellow flag is no longer displayed. L. After leaving the track for any reason, a racer must reenter at a reasonable and safe point from the exit area without gaining position. Failure to do so may result in a one lap or one place penalty, or disqualification pending decision of the official referee. M. Riders are responsible for the conduct of their parents, family members, pit crew, or any other associates, and will be penalized for the inappropriate behavior of these individuals. Section VII: SUSPENSION & LOSS OF TSDR MEMBERSHIP A. Falsification of credentials (e.g. age, using an alias, etc.) B. Drugs or alcohol use by a racer before or during competition C. Unsportsmanlike conduct that is deemed to be extreme, flagrant, and detrimental to the sport of motosport competition. D. Equipment violations (e.g., engine displacement) E. Repeated violation of the rules by a rider F. Verbally or physically attacking anyone, or engaging in a fight on the racetrack or on the track premises prior to, during, or after a TSDR sanctioned race. Penalty will be 15 days to indefinite suspension. A. All protests involving rider or rule violations must be clearly written and presented to the Race Referee & TSDR Officials accompanied by a protest fee of $50.00. If the protest is found to be valid, the fee will be returned. If the protest is found to be invalid, the fee will be forfeited to the person or track being protested. B. Protests must be made by TSDR members in good standing. An Official may protest without paying a fee. C. Any dispute over finishing position must be made on race day, no more than 20 minutes after the race results have posted, to the sponsoring club or TSDR Board Official, who will then notify race scorekeepers / lap counters. No dispute should be brought directly to scorekeepers, or the protesting individual may be disqualified. D. If a protest is lodged against a rider regarding his or her age, proof of age must be submitted to settle the dispute before the next points race, or within one week, whichever occurs first. Failure to provide proof of age within that time will result in forfeiture of the individual's season points. E. Tear Down Rule: Protests involving machines must be written and accompanied by a fee of $400 cash. Protests must be well substantiated to justify these procedures. Protests judged to be motivated by malicious intent will be disregarded. If the protest is found to be unjustified, all fees (mechanic, transportation, etc.) will be deducted from protest fee and remaining amount is forfeited to machine owner. If the objection is determined to be valid, the protest fee will be returned to the protesting party and all fees (mechanic, transportation, etc.) expenses will be assumed by the offending racer. A racer found to be in violation with a cheater bike will be suspended from racing TSDR for the season. F. Protesting Season Points - Race points will be available at every race. Any discrepancies in points must be reported no more than one race after the race in question. As soon as possible, current points will be posted on the TSDR web site but no later than 2 weeks after race date A. All TSDR Points Races will be for Amateur and Pro points for year-end awards. B. Points are awarded for each race and are added together. C. Ties for year-end points will be broken by the rider who has the highest overall finishes. D. In order to receive points, the rider must complete one full lap in one moto in each class. E. To qualify for year end awards a minimum of 7 races must be attended. Year end points will be scored on the riders best 12 races. (7 races to qualify, scored on the best 12) F. Race Drop -The lowest accumulation of points for three races will be dropped at the end of the season for each racer. This can include three missed races totaling zero points or the three lowest scores, if all races were attended.
G.
Point Schedule
Every rider after 20th place will receive one (1) point. Section X: ADVANCEMENT MARK-UP SYSTEM: Advancement by the Mark-up System is a way of moving riders in B and C classes up to an appropriate class and skill level based on a racers finishes during the season, rather than the number of points accumulated at year end. Riders are moved according to their ability and success, rather than the number of races participated in. A. All first place C class riders from the previous year will be moved to the B class. B. Riders in all C classes will be required to move up to the B class after earning 50 mark up points or five (5) first place race finishes. C. How well a rider finishes in each race of competition will determine the number of mark up points acquired. Mark up points are awarded to the top 7 places in all C classes.
D. After each race, points will be added together. When racers have accumulated the required number of mark up points, they will be moved up to the next class. This can happen anytime during the race season. E. Riders who are moved up to a higher class, due to accumulated mark up points, will start earning TSDR race points in that level according to their race finishes in the more advanced class. F. The advanced rider who acquires the most points in the higher class at year end will be the champion for the lower class from which he marked up. The rider who acquires the second most TSDR race points in the advanced class will be the second place year-end finisher, etc. G. If no other rider's mark up to the next class, they will finish according to the accumulated TSDR race points earned in the lower class. (Ex: If two riders mark up from Lites C to Lites B, they will be the 1st and 2nd place winners for year-end trophies in the "C" class, with their position dependent on who has the most race points earned by "B" class finishes. Then the top three race point leaders in the Lites C will be 3rd, 4th, & 5th for year end awards.) H. Racers who mark up to a more advanced class will be eligible for year end awards only in the lower class. I. Riders cannot move themselves up during the season to start acquiring the points in the higher class without forfeiting all points in the lower class. J. Riders who race both Lites and 450 classes can mark up separately in each class. Example: A rider who marks out of Lites C to Lites B can continue to race the 450 C class during that season until he marks up to the 450 B class. K. Marks will not be carried over from season end to the following year. L. Day pass riders are subject to a move up during the race day as well as during the season if it is obvious that they are racing in a class that is below their ability level, or if there is a clear cut sandbagging situation. M. Racers, who attend just a few races but acquire a high number of move up points, may be advanced to the next class. Example: A rider who hits four races but is competitive with racers who marked up previously during the season will also be moved up.
The TSDR Official reserves the right to advance any rider at any time if
the rider is outperforming the rest of the competition in a particular
class. The TSDR Official may also move a rider down if he/she is not
competitive at that level or is creating a hazard for other riders. The
TSDR Official reserves the right to make final decisions on all disputes
concerning rider classification and move up timing. The TSDR Official
decisions will be carefully considered and will be final. Forfeiture of
